Crossroads is a new USDA-compliant State Agency Model (SAM) support and delivery service around the state-run Women, Infants and Children Program known as WIC.

In 2013, Virginia’s WIC program became one of the first in the country to not only roll out the new SAM model, but to simultaneously begin offering Electronic Benefits Transfer (EBT) for redemption of WIC benefits.

With such an ambitious implementation program, state officials turned to Conduent as a partner to help them achieve success.

Working together, Conduent and the stakeholders were able to reduce the WIC program application schedule by half, provide significant operational benefits for the state and transform the end-user experience for participating families.
